如果安装的MySQL.Data版本不匹配，您也可以更改dependentAssembly web.config设置。将newVersion与您正在使用的版本匹配。如果向后兼容，请参见：Microsoft重定向程序集版本

看起来你不仅应该为 MySql.Data.MySqlClient 命名空间设置程序集绑定重定向，还应该包括其父命名空间，即 MySql.Data：
